Coalition Name: El Paso Police Department’s Safe Communities Program

Mission Statement: It is the mission of the EPPD Safe Communities Program to provide services with integrity and dedication to preserve life, to enforce the law and to work in partnership with the community to enhance the quality of life in the City of El Paso.

Coalition Representation Background: City of El Paso Traffic and Engineering, Underage drinking Initiative, TxDOT, MADD, EPPD Volunteers, Special Traffic Investigations, UTEP, Walk El Paso, Medical Examiners Office, Citizen Advisory Board (EPPD), El Paso Sheriffs Office and community members.

Injury/Fatality Data Sources: Texas Department of Health trauma registry Public Information and Education and Other Program Activities: Safe Riders Safety Seat Program, Senior Pedestrian Program, School Age Pedestrian Program, TABC Working with Liquor Establishments, Child Passenger Safety Fitting Stations, "Consequences" DWI presentations.

Program Outcome Measurements: (Coalition Successes - Describe successful traffic safety programming and activities which can include anecdotal statements.)

Since the program began, there has been a reduction of pedestrian fatalities in the City of El Paso. The program has developed 3 pedestrian programs, School age, Senior and the Law Enforcement working with Liquor Establishments.

The City of El Paso has also increased their seatbelt usage to 91%. The program has maintained the Safe Riders, which offers education to parents/caregivers on proper seat selection and usage. This program also affords parents/caregivers the opportunity to acquire a safety seat free of charge. The program hosts at least to Booster Initiatives a year to try and get children between 40-80lbs in booster seats.

Evaluation Tool: (Describe the evaluation tool(s) used to measure change. (i.e. survey design, pre/post community traffic measurements, observational surveys, tests, questionnaires, focus group, user interface rating tool or evaluation report)

The program uses an evaluation after every presentation conducted. The program also uses the Departmental database to review enforcement stats conducted by officers when it is deemed extra enforcement is required.
