The Traffic Safety Assets

The following is a list of assets the ACTS tool seeks to identify for Safe Community coalitions. Note that the assets are divided into five categories:

Traffic Safety Coordination. Does the community share information about traffic safety issues?

Engineering Practices. Are engineering resources in place to create countermeasures to fight deficits?

Enforcement/ Adjudication. What resources do police and the courts use address traffic safety concerns?

Behavior Change Campaigns and Policies. Does the community use traffic safety campaigns and policy initiatives to improve driver behavior?

Education and Training. Does the community have the necessary educational resources to improve driving performance?


Traffic Safety Assets

Traffic Safety Coordination

  1. Traffic Safety Coordination. Do key health, school officials, traffic safety engineering, and enforcement organizations in the community routinely coordinate policies and share information about traffic crash problems?
  2. Enforcement Coordination. Do law enforcement agencies and courts routinely communicate with one another about enforcement policies and priorities?
  3. Community Coordination. Do law enforcement agencies routinely communicate with community members about enforcement polices and priorities?
  4. Active Coalition Members. Does the Safe Community coalition have active membership from a broad list of community stakeholders?
  5. Parent Networks. Does the community have active parent networks either inside or outside the schools?
  6. Traffic Safety a Priority. Is traffic safety a programming priority for law enforcement, courts, public health, education, government and the community?

Engineering Practices

  1. Traffic Safety Plan.
    Does the community have a recent traffic safety plan in place that identifies high crash locations and countermeasures to address them?
  2. Traffic Engineering Expertise. Does the community have access to individuals trained as traffic engineers who have received recent state-of-the-art training?
  3. Traffic Control Inventory. Have traffic engineers conducted a traffic control device inventory of traffic signs, signals, and pavement markings, and have they conducted a traffic volume counting program in the past 24 months?
  4. Regional Traffic Safety Planning. Do traffic engineers work directly with regional planners to provide traffic safety input on local land developments?

Enforcement/Adjudication

  1. Standard Alcohol Enforcement.
    Do community law enforcement agencies perform all three tests associated with standardized field sobriety testing for all alcohol stops?
  2. Intensified Speed and Alcohol Enforcement. Do law enforcement agencies routinely use intensified and focused traffic enforcement programs for speeding and alcohol-related offenses?
  3. Underage Alcohol Enforcement. Has any state or community agency implemented sting operations in the last 12 months for local alcohol retailers to prevent underage drinking?
  4. School Safety Enforcement. Do law enforcement agencies have on-going programs to enforce school safety laws related to school buses and speed enforcement in school zones, and do judges uphold citations for school bus violations?
  5. Pedestrian and Bike Enforcement. Do law enforcement agencies have on-going programs to enforce pedestrian or bicycle safety laws?
  6. Safety Belt Enforcement. Do law enforcement agencies use intensified and focused enforcement programs for safety belt violations?
  7. Enforcement Campaigns. Have law enforcement agencies conducted any media campaigns in the last 12 months to notify community members of intensified enforcement activities?

Behavior Change Campaigns and Policies

  1. Adult Safety Belt Campaigns.
    Has the community conducted any community-wide safety belt campaigns in the last 12 months?
  2. Youth Safety Belt Campaigns. Has the community conducted any youth-focused safety belt campaigns in the last 12 months?
  3. Child Safety Seat Workshops/Inspections/Campaigns. Has the community conducted any child safety seat workshops, inspections or community-wide safety seat campaigns in the last 12 months?
  4. Underage Drinking Prevention Campaigns. Has the community conducted any underage drinking prevention campaigns in schools or other locations in the last 12 months?
  5. Alcohol Impaired Driving Prevention Campaigns. Has the community conducted any adult impaired driving prevention campaigns in the last 12 months?
  6. Workplace Policies. Do local employers implement and enforce substance abuse and traffic safety policies for all employees?
  7. Elderly Mobility Policies. Does the community have a plan in place to enhance elderly mobility resources in the community?
  8. Court Policy Support for Traffic Safety. Do the judges, prosecutors and magistrates who deal with traffic safety issues support innovative traffic safety and substance abuse programs?

Education and Training Assets

  1. Parent Education.
    Has the community conducted any parent-focused traffic safety or driver education programs in the last 12 months?
  2. Heavy Truck Law Enforcement Training. Have police officers received any training in heavy truck enforcement in the last 12 months?
  3. Driver Education focused on Heavy Trucks. Do young or mature drivers have access to training on driving around heavy trucks?
  4. Mature Driver Training Programs. Do mature drivers have access to driver education programs tailored to their driving needs?
  5. Young Driver Education Programs. Do young drivers have access to high-quality driver education programs in the schools or in the community?
  6. Civic Leader Training. Have civic leaders in health, government, education, or the community received traffic safety training in the last 12 months?
  7. Traffic Engineering Training. Have the persons responsible for traffic safety engineering received traffic safety training in the past 12 months?
  8. Bicycle/Motorcycle Education/Inspections. Has the community conducted any bicycle, or motorcycle education or bike helmet check programs in the last 12 months?
  9. Workplace Education. Have local employers in the community conducted any workplace traffic safety education programs in the last 12 months?
  10. Server Training. Are server-training programs routinely conducted in the community?
  11. Substance Abuse Offender Education. Has the community offered any first/repeat offender education programs in the last 12 months?
  12. SFST Training. Have at least 75% of all road patrol officers received the Texas State Police-endorsed SFST training within the last two years?
  13. Child Safety Seat Training. Have at least 75% of road patrol officers, health officials, and educators received training in proper child safety seat use in the last two years?
  14. Youth Pedestrian Education. Have the elementary schools in the community provided any educational programs on pedestrian safety in the last 12 months?
